On the Western edge of the Emnest Desert, along the shores of a once great ocean, a vast metropolis awaits. A ruined skyline rests below a cloud of pollution so massive - it blocks out the sun. The streets have fallen into ruin and decay and still, hundreds of gangs fight endlessly for every last inch of turf. There are strange creatures and beings that before had only been known in fiction that wander every street, every alleyway and the smallest cracks that this city holds. Beneath the city streets, a cluster of subway tunnels, lost caverns of an ancient world and the ruins of what was once San Francisco. The populace is a mixture of criminals, deviants, corrupted cops, heroes, villains and unknown evils that do not sleep. Every unfortunate soul that calls this city home, is broken in some way and every last one of them are searching for something. Whether it's a place to rest their head, grab a cold beer, a quick buck, a new drug, the monster that murdered their family or maybe they're looking for their purpose in this world. And if all of that can be found on just one of Sanctum's streets, imagine what the rest of the city may hold.

    On a clear day, the city can be seen from a hundred miles away. The smoke and pollution that rises from streets and factories form a massive black cloud that hangs over this broken metropolis. However, when the sun sets, the city comes to life. There are hundreds of skyscrapers that form its skyline, some remain ruined and empty while others burst into life and light and from a distance it has been said to appear as a cluster of stars, painted against the darkest of night skies. The city is also host to a structure that can't be compared to or described - it has to be seen. It has come to be known simply as, The Wall. A massive towering wall that surrounds the whole of the city. It was constructed during The Great War as an attempt to prevent an enemy invasion. But it now serves a different purpose. To keep the citizens of this once great city trapped inside; forcing them to live a life that many of them do not want. This is Neo City.. a hauntingly beautiful dystopian paradise. Some have called it Hell on Earth, others see it as the next Babylon, a New Mecca. A city capable of altering the world; whether it's for good or evil has yet to be seen. A man built the city to be a beacon of hope in this strange new world, but after he fell into madness, his dream and his city fell with him. Now, the great evils of the world seek to control the metropolis, for the power this fragile city still holds.

As the people of the city go on about their daily lives they can't help but think about how things came to be the way they are. While their ancestors read stories and saw films of fantasy, myths, legends and magic. All of which is now just a part of the world they now live in: where helicopters once gave the morning traffic report, a dragon rider has taken over that job, flying over the city on the once mythical fire breathing serpent. Before, when you had an injury, the hospital was the only place to seek medical attention-now any mother knows at least one cure spell. Technology has taken great leaps forward in certain areas and taken steps backwards in others. Robots are a common sight walking the streets, running errands, helping those who can't help themselves.. while others are just lazy and stand around taking up space.. "waiting for the revolution" they say. The realms of technology and magic have fused into one to create a strange new world where nearly anything is possible.

Neo City was built to be the way of the new world, but has since fallen into decay. The city and its citizens have suffered through countless struggles, wars, invading armies, corrupt leaders, plagues, riots and gang wars. It isn't hard to see why the vast majority of this city's people have simply thrown in the towel. They have been subjected to propaganda that has made them afraid of the world outside the walls of Neo City. The Government has turned The Wall that was built to protect them into the thing that is keeping them from leaving. The city has become a prison. Now, with a city where 98% of its citizens are banned from leaving, the population is growing at a incredible rate. Jobs are becoming harder to find, people are forced to work long hours for little play-just enough to get by. There had once been laws that prevented both advanced technology and arcane magic users from being allowed in factories in an attempt to give more jobs but with those laws and restrictions removed one Archmage can easily do the jobs of 50 workers. Those in the towers fatten their wallets while those on the streets grow hungry. While many have no choice but to suffer; others believe that their only other option is to turn to a life of crime. These are just a handful of the ills effecting this city. 

The life you live may depend on what district you call home. There are five districts within Neo City, each with its own character and charm. In the Slums you'll find the citizens that the rest of the city dumps on, literally. The pollution and sewage runoff always ends up down there. Oddly enough, the Slums are the city's number one employer of manual labor jobs and without their contribution, the city would be even worse off, but they still get the short end of the stick. In the Onawai District you'll find those who are just managing to barely make decent lives for themselves. They were given the same world the Slums were, but they managed to turn it into something. They found a way to divert the pollution out of their skies, by using magic to blow it up into the clouds; not really helping the city overall though. When their population surged and space was running low, they used their engineering and arcane skills to build safe secure houses on top of one another. It has become the number one trade district, they do most anything down there in Onawai and they do it well. Those that are well off enough to find a home in the Kentwood District probably have it best off, aside from living in Bluefield, but most of those people sold their souls to get in there. Kentwood most resembles city life as it was in any 21st Century city, tightly packed with row after row of apartment buildings, mixed in are a few bars and hangouts, as well as the occasional office building or mom and pop ran stores. The Industrial District gets its name from the fact that while there are a lot of places to live in this area, most likely, right next door is a factory of some kind. These factories basically run slave labor, forcing people to work for below minimum wage for way longer than union hours would normally allow, but those lucky enough to get a job don't complain much. Then there is the Bluefield District, where the upper class citizens live. It actually doesn't take much to be considered upper class, just a little bit more. Most citizens who call this district home have manipulated the system in some way to get there. Quite a few criminals have made their way here from the streets; turning a little drug dealing operation into one of the city's major pharmaceuticals companies. Wherever you happen to call home in this city, everyone suffers in some way shape or form.. From the beggars in the gutter with hands outstretched, hoping that some passerby will offer them change so they won't go hungry for the night, or the man in a new designer suit, standing in the highest tower, looking down over the streets of the city.. They might not be aware of it yet, but they're all in this sinking ship together. When they fall, the city falls and the world with it. 

This city is in desperate need of a savior. A soul who is willing to risk their life for the greater good. But in a city like this, it's hard to be noble and always do the right thing. There have been whispers of an ancient evil returning to the world; its sight set on the power that Neo City still holds. What that power is still remains a mystery and the only way of finding out what that mystery is, may be finding out how things ended up the way they are, the reasons why the world turned out the way it did.
